It was made by Jews…we have a fairly sarcastic sense of humor. The joke here is that the Chasidim in Israel are opposed to alot of foreign and modern cultural influences in their communities, so the rabbis will get together and post announcements with religious edicts (like you see in the commercial). This would be quite provacative in Israel.
